I.  Officer Reports: None were given.

 

II.  Civic Action Committee: Molly reported on the City Council meeting of April 1, 2002.  Highlights included:        

*           Todd Pack of 131 Carriage Lane came to ask questions about his water/sewer bill.  Marlene, City Clerk, took copies of his bills to verify that he was being charged correctly and said she'd get in touch with him. Mayor Becky Moore suggested he look for a leak, which could be the cause of such high bills.

*           James Hicks owns a farm in Midway and inquired about getting a separate water meter for his livestock so that he wouldn't have to pay sewer charges on the water for the animals.  City Council agreed to look into this because this is an option they want to make available to any Midway resident.  This way, a resident can water their lawn or wash their car without also paying sewer charges on the water. 

*           Kathy Crawley of our neighborhood spoke to the City Council about her recent phone conversations with the two city employees.  She felt she was treated very rudely and that these workers needed to be trained in customer service skills.  She recommended they attend a customer service training course.  Becky and the Council acknowledged her concerns and made a point to say they felt the City had great workers. 

*           Bill van den Dool, who owns the wine and spirits store on Main Street, inquired about necessary permits to have a beer and wine tasting event at his business during the summer.  City attorney Joe Hoffman said he needed to apply for a permit to have part of the street and sidewalk shut off for the event.  As long as he serves the liquor inside his business or directly in front of his door, he does not need to apply for any other permits.  Mr. van den Dool is hoping to partner with The Depot to offer a fun event where patrons can get food, wine and beer tasting and enjoy music.

*           The City Council appointed Charles Raymer of our neighborhood to the Woodford County Human Rights Commission.

*           A formal, written agreement has been drawn up between Midway and Versailles concerning assistance during times of disaster.  Prior to 9/11, the two cities had verbally agreed to help one another out should an emergency situation arise.  That agreement has now been made more formal and is in writing.

*           The EDA (Economic Development Authority) will meet on April 29 at 8 a.m. at the City Hall in Versailles. (It is my understanding that these EDA meetings are not open to the public so if you are interested in attending, you might verify that you can attend.)

*           The Police and Fire Committee reported that people are running through the stop sign near Midway College so the police have been notified to watch for this.

*           The County Judge Executive had asked the City Council to give it's position on the recycling program.  The Council unanimously stated that they strongly support the program and would consider supplementing pick up of recyclables if necessary.

*           At it's next meeting, the Council will have its first reading of an ordinance regarding truck traffic on Coach Station Road.  After the second reading, the Council will have a "No Thru Trucks" sign posted on Coach Station to eliminate truck traffic.  Without the ordinance in place, they cannot enforce the ban on truck traffic.

 

III.  Public Relations Committee

*           Kathy reported that we need to begin working on our next full neighborhood meeting.  We need to prepare our proxy and flyer announcing the meeting.

*           Lawerence reported that Mary Legge, his neighbor, has given him 3 quotes on HOA insurance.  The quotes include coverage for general HOA liability for common areas as well as liability for the HOA Board of Directors.  The quotes range from $1500 to $2000.  Lawerence agreed to talk with Mary to get a better understanding of the differences in the quotes and report to the Board at the next meeting.

*           Kathy obtained copies of the neighborhood plattes from Lawerence in order to complete the tax exempt application.  The only other thing she needs is a copy of the current balance of the HOA account.

 

IV.  Streets and Grounds Committee

*           Lawerence recommended that we take the cheapest entrance sign option to the full neighborhood meeting because he feels that the expensive signs will not be approved by the neighborhood.  Currently, the cheapest sign option came from a friend of Mike's.  To get a full metal sign would cost approx. $1,000.  We discussed giving the full neighborhood 3 options for signs at our next meeting and letting them vote on their favorite one.  The cost of the sign could be placed in the 2002-2003 budget that is set to begin July 1.

*           Lawerence has received two bids for mowing and the estimates range from $200 to $375 per mow.  Lawerence agreed to call these companies again to verify these prices, get an equipment list and verify that they have insurance.  Mike also suggested he obtain information on how many people will be mowing at each time.

*           Sue asked about whether she could plant trees directly behind her house for added privacy.  These trees would be planted on common area and thus, Lawerence said according to the county engineer, residents are not permitted to plant trees on the common area.  Sue agreed to follow up with Art Craig, the county engineer about this.

*           Lee asked about spraying for weeds in the common area.  He said there is a lot of thistle in the common areas and this spreads quickly.  He recommended we get 24D-Ester to kill the weeds.  Lawerence and Lee have agreed to spray themselves.  Lee made a motion that we approve the spending of $100 to cover the cost of weed killer.  The motion was seconded by Mike and carried unanimously. 

 

V.  Finance Committee

*           Lee reported that 102 homes have paid dues in full for the year 2001-2002.  122 homes have made at least one payment.  2 homes have not made a payment at all. 

*           Lawerence reported that Bud will be sending letters to the 2 non-paying homes that places a lien on their house.  This letter will come from the attorney.

*           Lee suggested that reminders be sent to all residents who are late on payments.  The form letter that the attorney drew up for us will be sent to 3 homes who have not paid since the first quarterly payment.

*           Current balance is $6232.23. 

*           Bud's company currently owes the HOA $50 for two ads placed in the HOA newsletter.

*           For future newsletter expenses, Kathy will be given an advance by Lee to cover costs.  She will then submit receipts and any unspent money to Lee at the next Board meeting.  This will prevent her from having to pay for these expenses out of pocket and needing reimbursement.

VII.  June 10 Neighborhood Meeting

*           Issues to be voted on: Director positions available, Dues for 2002-2003 fiscal year, Entrance sign, Mowing contract, and Insurance expense.  Actually, once the residents approve the 2002-2003 budget, the mowing and insurance expenses will be taken care of.

*           Molly suggested that we provide a forum at the end of our next full neighborhood meeting for City Council nominees to speak to North Ridge residents.  It was agreed that we would explain to those running for office that we cannot guarantee anyone will stay but wanted to provide this opportunity to them.

 

VIII.  Miscellaneous

*           Bud was approached at the last full meeting by a resident who had concerns about sheds in the neighborhood that are not in compliance with the restrictions.  Lee suggested that we send a letter to all residents reminding them of the restrictions and asking them to be sure their sheds are in compliance.
